Full Eligibility for Coursera

There are two groups of eligible participants for Coursera. Read the full eligibility criteria for Coursera

1) Dislocated Workers (DW)

Defined in WIOA Section 133 (b)(2)(B) as a person who:

Category 1 – DW

  • Has been terminated or laid off, or who has received a notice of termination or layoff, from employment; and
  • Is eligible for or has exhausted entitlement to unemployment compensation; or has been employed for a duration sufficient to demonstrate, to the appropriate entity at a one-stop center referred to in section 121(e), attachment to the workforce, but is not eligible for unemployment compensation due to insufficient earnings or having performed services for an employer that were not covered under a State unemployment compensation law; and
  • Is unlikely to return to a previous industry or occupation. Evidence to support this can include Career Center staff assessment based on LMI, profiling score of 50 or higher, customer has exhausted UI.

Category 2 – DW mass layoff or closure

  • Has been terminated or laid off, or has received a notice of termination or layoff, from employment as a result of any permanent closure of, or any substantial layoff at, a plant, facility, or enterprise;
  • Is employed at a facility at which the employer has made a general announcement that such facility will close within 180 days; or
  • For purposes of eligibility to receive services other than training services described in WIOA section 134(c)(3), career services described in section 134(c)(2)(A), or supportive services, is employed at a facility at which the employer has made a general announcement that such facility will close.

Category 3 – DW self-employed

An individual who was self-employed (including employment as a farmer, a rancher, or a fisherman) but is unemployed as a result of general economic conditions in the community in which the individual resides or because of natural disasters.

Category 4 – DW displaced homemaker

An individual who has been providing unpaid services to family members in the home and who:

  • Has been dependent on the income of another family member but is no longer supported by that income; or (ii) is the dependent spouse of a member of the Armed forces on active duty (as defined in section 101(d)(1) of title 10, United States code) and whose family income is significantly reduced because of a deployment, a call or order to active duty pursuant to a provision of law, death or disability of the member and
  • Is unemployed and is experiencing difficulty in obtaining or upgrading employment.

Category 5 – DW dislocated due to foreign trade

Job lost due to the impact of foreign trade and the phenomenon commonly known as “off shoring” and is part of a worker group covered under a certified trade petition. TAA certified customer.

Category 6 – DW spouse of a member of the Armed Forces

  • An individual who is a spouse of a member of the Armed Forces on active duty (as defined in section 101 (d)(1) of the title 10, United States Code), and who has experienced a loss of employment as a direct result of relocation to accommodate a permanent change in duty station of such member; or
  • (ii) is the spouse of a member of the Armed Forces on active duty and who meets the criteria described in WIOA Section 3 (16)(B). (Category DW-1)

2) Unemployed Adults whose unemployment is linked to COVID-19

In addition to dislocated workers eligible under WIOA, states who receive a National Dislocated Worker Grant (DWG) can also serve workers laid off as a result of the COVID-19 pandemic, including workers who:

  • Are laid off because of a quarantine;
  • Miss work to care for a family member;
  • Cannot come to their regular workplace due to social distancing requirements; or
  • Are laid off due to a business closure related to disruptions caused by the outbreak and the efforts to contain it.

DWGs can also serve long-term unemployed individuals and self-employed individuals who become unemployed as a result of a disaster. See TEGL 12-19 for more information.

Who is eligible for Coursera?

Individuals must be a dislocated worker or an unemployed adult (18+) to register for a Coursera license through the CUNY-New York State Department of Labor program. You do not need to be a CUNY student to register.

If someone is working, but is considered underemployed, may they use Coursera?
At this time no, we are prioritizing licenses for those who are unemployed/dislocated.

If someone received notification they are to be laid off, may they use Coursera?
Yes.

Are CUNY staff members able to register for a free account?
No. However, a sampling of courses, some of which may be audited outside of the New York State program, may be accessed here.

Can an individual who is unemployed not because of COVID still be eligible for a Coursera license?
Yes.

Can Coursera count towards my degree?

Are Coursera courses credit-bearing?
No. This is not something being offered through the CUNY-New York State program, but you may wish to discuss courses with a college should you plan to attend in the future. If interested in credit-bearing courses, we strongly recommend you investigate credit-bearing courses available to you through your local SUNY and CUNY colleges.

Can you earn a degree through Coursera?
While Coursera does offer this for some programs, this is not something being offered through the CUNY/New York State program. We strongly recommend you investigate degrees available to you through SUNY and CUNY. If you are interested in learning more about degree programs with CUNY Colleges, please visit CUNY to explore CUNY community and senior colleges.

Can I earn a professional certificate through Coursera?
You may find a list of certificates available here.

Are there additional resources after I finish Coursera?
If you are interested in deepening your learning in a particular skill or career path beyond Coursera, we strongly recommend you explore training offerings from CUNY Adult and Continuing Education colleges.

What should I consider when enrolling in a course?

Do I have to pay for Coursera?
There are no fees associated with certificate programs or other courses under the CUNY/New York State license.

How can I learn about course details and prerequisites?
Upon viewing each course or collection of courses as part of a certification program, you will be able to see: the level of the courses (i.e. beginning level with no prior experience required), the language, available subtitles, anticipated time to complete, skills to be gained, course ratings and reviews and a syllabus for each course.

Who do I contact if I am having issues with Coursera?
If you are having trouble within a specific course, please contact Coursera through the chat feature available on the Coursera website.

How long do I have access to Coursera?
Coursera licenses will be good for six months with an opportunity to renew for another six months by completing a new registration form. To be considered for renewal, at a minimum, participants are required to have completed at least one course during their initial six months.

Is there a limit to how many courses I can take?
No. However, courses can be intensive learning experiences and learners may want to only take one or two courses at once, depending on how much time they are able to devote to learning.

Will Coursera courses be counted as a recognized industry credential?
The courses that are certificate programs in Coursera were all designed by or with industry partners by Coursera.

If someone starts a course and then drops out, will they be able to re-enroll for free?
Yes.

Will registration or enrollment expire?
After a period of inactivity for 90 days, learners will be reminded to complete courses they started or enroll in a course. If no action is taken, they will then receive an email informing they will be removed from the system. There will be an opportunity at that time to re-register for a Coursera license.

No – we continue to vet high-demand jobs and partner with training providers, so additional training programs will be added in the future.

Anyone! This site is tailored for CUNY students and recent graduates, but there is upskilling content available to all New Yorkers.

At this time, there is no limit to participants in self-led online programs. In the future, there will be additional programs added to this site, and those that are instructor-led may have a cap on enrollment.

  • Don’t delay to think about how your academics and careers tie together to build your skills and credentials to succeed and have a fruitful career after college. This time will go fast & you need to be focused on getting the most out of it
  • Leverage all the resources available to you at college, including professors, advisors, online resources, and career services. Reach out & ask questions, if you are confused!
  • Review career maps & choose the best experiences across classes and real-world experiences while you are in school to both explore different and also build skills / credentials for you to be competitive after graduating
  • Try to enroll in courses that give you real-life work experience – like working with a real company on a real problem – and gain experience towards the technical skills you’ll be expected to have in your job
  • Think critically about the skills you are building at college with each class, how they apply to your chosen career path and how you could properly showcase this in your job applications (e.g., resume, cover letter, interview).
  • Build your ‘story’ both in your resume and as a narrative you use in interview – this story should be tailored to the job you’re seeking, and should articulate why you are the best fit with meaningful examples of relatable experience
  • Try to participate in at least one internship, and more if you’re able. Your experience is one of the strongest stories you can tell a future employer

The time required is program-dependent. While some courses are no more than a few hours, some may take weeks or months to build a deep expertise and skillset.

There is no guarantee that these programs will result in a job, but if you pair your new skills with a tailored narrative / resume reflecting your existing experience, more doors will be opened for you.

There is no limit to how may programs you can do. However, we suggest focusing on one career path that excites you, and tailoring your upskilling, resume, and interview prep accordingly.
