- The Board of Trustees’ Borough Hearings are held concurrently with its public hearings, as follows: The Borough of Manhattan in January; the borough of Brooklyn in February; the Borough of Queens in April; and the Borough of the Bronx in June. The Borough of Staten Island hearing is held separately in March.
