Executive Office of the Vice Chancellor

Develops and implements the University's employment program for CUNY's 30,000+ faculty and staff. Directs and coordinates activities of the units comprising OHRM.

University Dean & Deputy To Vice Chancellor

Manages Executive Compensation Plan. Directs and coordinates the activities of the University's Training & Development, Diversity and Compliance, and Data Reporting and Business Analysis Unit.

Civil Service Commission

Delegates its day-to-day administrative responsibilities to the Vice Chancellor for Human Resources Management. Responsible for position classification, pay schedule administration, background investigations, certification of payrolls and annual reporting to the State Civil Service Commission.

Human Resource Management Services

Manages the Classified and Unclassified Staff Personnel systems. Classifies positions, determines salary parameters, develops human resources policies and updates and maintains the University's Personnel Rules and Regulations and supporting procedural documents. Administers classified civil service examinations and approves and audits college personnel/payroll actions.

Labor Hearings And Appeals

Responsible for all grievance and disciplinary proceedings involving the University's Instructional and Classified Staff. Conducts all Step-Two (University level) hearings and appeals including investigations. Oversees Unemployment Compensation and Workers' Compensation.

University Benefits

Develops and administers all University employee benefits programs including health, welfare, and retirement benefits programs. Provides guidance to University and campus administrators in matters of benefits administration or interpretation of policies and procedures. Establishes policy guidelines regarding the application of benefits programs, conducts ongoing training for benefits representatives, and ensures compliance with all regulatory bodies.

Professional Development and Learning Management

Designs, coordinates, and delivers training and professional development programs for faculty and staff. Programs include Board-mandated and University-initiated training (e.g. Sexual Harassment, Leadership Training for CUNY Executives, Workplace Violence Prevention, and Connections customer service "train-the-trainer" program). Serves as a technical resource to campuses, coordinates CUNY registration for NYC Department of Administrative Services (DCAS) professional development programs, and partners with University offices to coordinate staff development initiatives.

Recruitment And Diversity

Monitors University-wide adherence to all Federal, State, and local civil rights employment laws including the ADA and Title IX. Develops programs that support and encourage the inclusion of under-represented groups in the workforce of the University. Formulates, communicates, and monitors procedures that ensure compliance with statutory and University mandates. Provides guidance to campuses regarding changes in law and implementation procedures.
