The Division of Enrollment Management is comprised of the following central offices: CUNY Welcome Center, Office of Student Financial Assistance, University Application Processing Center, and the University Registrar. The Senior University Dean for the Executive Office & Enrollment, supported by the University Associate Dean for Enrollment, oversees the central areas under the Enrollment Management umbrella. Senior enrollment officers appointed by each college president, as well as Central Office staff, serve as representatives to the Enrollment Management Council (EMC). Chaired by the Senior University Dean for the Executive Office & Enrollment, the Council meets monthly to discuss enrollment initiatives and planning. In addition, under the EMC's auspices, professional staff from the central office and campuses meet monthly in councils specific to admission, registrar, and financial aid. Those councils include:
- Council of Financial Aid Officers (CFAO)
- Council of Registrars (CoR)
- University Council of Admissions and Recruitment Directors (UCAR)
The CUNY Welcome Center is the central recruiting office for CUNY. Although each CUNY College retains an admissions office, the Welcome Center’s primary responsibility is to disseminate information regarding all of the University’s colleges to prospective students. Through extensive outreach efforts and in-house counseling, the staff provides support and guidance to students. The Welcome Center staff work closely with the University Application Processing Center (UAPC).
The University Application Processing Center (UAPC) is the central collection point for undergraduate admission applications to CUNY. Its major functions include the review and evaluation of all incoming applications and documents to determine eligibility for each CUNY college based upon criteria established by each college.
The Office of Student Financial Assistance (OSFA) serves as the central administration support system for the individual financial aid offices among CUNY’s colleges.
The Office of the University Registrar (OUR) oversees University-wide policies and procedures and recommends practices to ensure accurate, efficient, and prompt service to students and staff.

Mission & Goals
The Division of Enrollment Management, in collaboration with CUNY's 23 colleges, designs and manages University-wide strategies, priorities, and policies pertaining to student enrollment. Campus-specific goals and day-to-day operations pertaining to enrollment occur locally at each CUNY campus.
